Literally not figuratively.
New battery in,
my ignition is only getting like 9.5 volts upon cranking. Internet sleuthing is saying it should be getting closer to 12 or the HEI won’t function. Somehow, sitting for months has caused my car to develop a wiring problem. Fucking how.

Nanites?
More likely though ...good old fashioned oxidation.

Clamp a multimeter directly to the battery posts. Set to min/max. Crank engine over. Check minimum voltage. Could just be a DOA battery.

Check for mouse droppings and pray you don't find anything.

Already did that. 11.5 volts.

Fucking how.
they didn’t have any notion of “sealed electrical connections” back then. everything was exposed spade connectors, and if you needed “weatherproof” connections you used shit like this:
it wasn’t until Delphi (GM) incorporated the “WeatherPack” sealed connectors that electrical connections were worth a shit.

OK then, yeah you have a bad connection or ground
somewhere.
